One Apex Legends player has recently discovered the source of the Vantages heat shield hat bug and demonstrated how other players may use Echo as their survivalist sidekick.
Yesterday Apex coach and analyst Sven shared a video showing them removing a heat shield from Vantage in the firing range. Echo is deployed directly in front of them before re-spawning the heat shield. The heat shield then sticks to Vantage and follows her around as Sven runs around the firing range.

Echo seems to be a permanent component of Vantages' character model, instead of being created when she uses his tactical and de-spawning abilities when he is called back, which acts as a flat surface for the shield to stay on, even while he's moving. A similar technique can be employed on Apexs Olympus and Storm Point maps, where heat shields can be placed on top of the Tridents to create mobile heat shields.
The bug was discovered by a Reddit user and player JomzYT, after which plenty of other players wanted to try it out. Respawn Entertainment has not made an official statement about the problem yet, but it appears to be putting out several more fires as players continue to report issues as a result of the most recent update.
