You have a Leatherworking degree, and you are interested in discovering the Decayed patterns found in Primordial Leatherworking. Well, to fulfill your decayed requirements, you will need to go to the Altar of Decay, the only place in the world where you can obtain these types of gear. More specifically, Brackenhide Hollow, a level 66-70 dungeon.
The Alter will be available for you once you have completed the dungeon's final boss. Be careful, however, since the Altar has poison all over it, so you will need to get rid of it as well.
