By visiting Madam Snelling's Tress Emporium in Hogsmeade, you can still alter your hair style and hair color freely throughout the game. Your outfit is also highly customizable with upgradeable gear that you can transform to appear like any piece of equipment you've discovered.
Unfortunately, there is no Polyjuice Potion that can forever alter your character's appearance in Hogwarts Legacy.
