Adelaide Oakes will be sent a letter in your Owl Post at some point in Hogwarts Legacy, and you'll need to go to the north part of the Transfiguration Courtyard to speak to her. He mentioned problems with radical goblins, and she is concerned that he might be in trouble.
After the conversation is over, Rowland Oakes' campsite will be marked on your map, and there's a quick way to get there quickly. All you have to do is head over to the Floo Flame at Jackdaw's Tomb and use your broom for the rest of the trip.

You must defeat the goblins that have taken over Rowland Oakes' camp before he's gone. Once you've finished defeating the goblins, put the Rowland Oakes' map on the top of a box located in the north part of the campsite, which you must open to discover where he's going.
The map by Rowland Oakes contains a river, a rock formation, and a crooked tree, and it leads to a dungeon marked with a red 'X.' If you grab your broom and follow the river in the direction Rowland Oakes' map has pointed out, you should discover the goblin outpost he's been holding.
How to Find Rowland Oakes' exact location in Hogwarts Legacy
When you open your own map in Hogwarts Legacy, the goblin outpost is located southwest of Rowland Oakes' camp. Rowland Oakes is in Korrow Ruins, and the dungeon is located north of the Korrow Ruins Floo Flame.
You may be able to sneaky with your broom and enter the goblin outpost without any goblin seeing you, but take them down. Go downstairs through the door on the left, and follow the tunnel to find Rowland Oakes locked in a cell. You'll need to take down some goblins upstairs in the boiler room and return the wand to Rowland Oakes.
