The League of Legends update cycle has finally reverted to previous form, and next up is League Patch 13.4. This time, Riot is attempting to sabotage the Season 13 meta.

The Riot balance team has been back on track since accidentally breaking the entire patch system last week, and their attention is shifting to other balance plans, including ranged vs. melee supports in the bottom lane, locking in optimal jungle paths, and healing.

Riot's dev manager Matt "Phroxon" Leung-Harrison, who announced his 13.4 plans on Twitter on February 13, wanted to introduce "lots of changes for champions" into this patch in order to make up for the rocky last weeks. One focus there is snowballing—a few champions are ludicrous if they win early, and Riot wants to correct this in February.

The design teams have been busy brewing up more Astronaut cosmetics and chromas in addition to League gameplay changes.

The release date for League Patch 13.4 has been set.

According to Riot's patch schedule, the next update for 2023 will be released on Thursday, February 23, worldwide. Starting in Australia at around 10am (AEDT)

Once the patch is released, there will be several hours of downtime. Matchmaking and competitive queues will be disabled across all League servers three hours before the update is officially deployed and set live.

What will be included in League Patch 13.4?

The last few weeks may have been a bit slew in the shop as the League team dealt with the effects of the cyber attack, but no one can accuse them of taking things slowly once everything was resolved.

The Riot balance team is hitting nearly two dozen champions this time, from Veigar, Cho'Gath, and Viego (all of whom are buffed), to Riven, Samira, Jax, and Amumu, with nine nerfs and eleven buffs planned for the February change list.

This cycle, Thresh gets a lot of attention, with Riot wanting to change the way Chain Warden players pick his abilities.

This week, the long Riot gaze has retreated to the bot lane, though after several rounds of balancing changes for AD carries, it's actually the other half of the duo that will be tweaked in late February.

The League team wants to find a healthier way to have both ranged and melee characters coexisting in the supporting role, according to Per Leung-Harrison.

Relic Shield, Steel Shoulderguards, Spellthief's Edge, Spectral Sickle, and Targon's Buckler will all be altered in order to maintain their quality in the southern lane. These are mostly related to mana and tribute charge times, as well as how powerful the item stats are in the early game.

Melee supports Riot on its quest to fulfill its role and lends a helping hand.

Here are some preliminary patch notes for the upcoming February 23 update. Any of these tweaks, nerfs, and changes are still experimental and may be pulled for a later League update at any time.
